Other than Pittsburgh and Philadelphia, Pennsylvania municipalities collect delinquent taxes with the county Tax Claim Bureau. Collecting taxes is a government job that generates government revenue. The tax claim bureau was created from The Real Estate Tax Sale Law.

The Real Estate Tax Sale Law governs the procedures taken for the collection of delinquent taxes and ultimately returns property that remains unpaid after two years. This procedure is slow and predictable, but for good reason. Is the property owner a scoff-law or maybe a slumlord like the third party debt collectors paint an image of them to be? Or are they an elderly person recently widowed and struggling to make payments? The two year process gives a reasonable time frame to become current in payments and the late fees charged by the Tax Claim Bureau doesn’t prevent a person from paying the following year on time.

Just to be clear, this wasn’t an open position. There was already an agency doing the collection of delinquent taxes. The Tax Claim Bureau was created for that sole purpose. Portnoff misleads the local governments to believe they can magically obtain money that is owed to the borough.
