The district where I live contracted with Portnoff in 2000, by 2008 the county was suing the district for 323,000 and approximately 500,000 in legal fees for not submitting fees or documenting liens and payments made by homeowners.
They do all this according to the Municipal Claim and Tax Lien Act of 1923. It sounds like an impressive piece of legislation written by our ancestors outlining the tax collection procedures. But this was never intended for property tax collection.
